“Conservation of Northeast Palawan MPA Network” (2nd Phase – Continuation and Scaling up)
Position Title: Community Development Officer
Reports to: Project Manager
Based in: Palawan, to be based in one of the project site municipalities—Araceli, Dumaran, El Nido, Linapacan, Roxas, or Taytay
Supervises: None
Duration: Project period is 3 years, with probationary period and contract renewable annually

This project is a second phase and aims to operationalize and institutionalize the Northeast Palawan MPA Network (NEP MPAN) agreed upon by the 6 municipalities of Araceli, Dumaran, El Nido, Linapacan, Roxas, Taytay through a Memorandum of Agreement signed by the mayors in 2017.  

The overall goal of the project is by 2050, the marine biodiversity in Northeast Palawan is conserved and sustainably managed.  Over three years, from June 2020 to June 2023, the project will deliver three specific outcomes to achieve the goal, as the following:

  1. By 2022, the management effectiveness of Northeast Palawan MPA Network and component MPAs enhanced by at least 60 percent. There are existing tools already like the MEAT, NEAT, and SEAT that the project can use to assess management effectiveness; however, the proposed project shall also develop and implement a retrofitted management effectiveness monitoring and evaluation tool;
  2. By 2021, the management plan of component MPA’s in the NEP MPAN developed/updated; and
  3. By 2021, 100 hectares of the new / expanded MPAs established, and the management plan/s for these MPAs developed/updated.

The main strategies to be employed have been the core strengths of WWF on research, policy development capacity building, and IEC.  WWF-Philippines will work with the municipal governments and local institutions such as the academe and local NGOs to achieve the outcomes of the project. 


Basic Function

The Community Development Officer shall see to the integration of project goals and objectives to the local targets and priorities of partner municipalities and the provincial government of Palawan. He/She will be primarily responsible in coordinating and orchestrating development programs and other related activities within project sites that are of concern to the project. He/She shall also assist the Project Manager in preparing reports monitoring plans and updates, and other communication needs of the project.


Key Duties and Responsibilities

The Community Development Officer will be primarily responsible for the following:

  1. Serves as the primary contact person of the project for community development related activities, ensuring smooth coordination and working relationship with stakeholders, such as the LGU, community members, other NGOs and other institutions and leaders in his/her area of assignment.
  2. Prepares logistics arrangements for all project activities in his/her area of assignment.
  3. In coordination/consultation with his/her supervisor, takes the lead in organizing development activities relative to the project goals.
  4. Prepare reports, updates and communication materials as needed by the project. Together with the project team, update the Project Monitoring and Evaluation documents, workplans and budget.
  5. Conduct/attend and document regular cooperative meetings with target partners and agencies.
  6. Perform other duties as may be relevant and necessary to accomplish the project objectives, and as may be assigned from time to time.


Working Relationships

  1. Internal: Within WWF Philippines, this post reports to the Project Manager, and is expected to work with other staff within and outside the project site when necessary; 
  2. External: Government officials, government agencies, academic institutions, community leaders and members, stakeholders, other NGOs, media and private sector.


Requirements for the position

Educational Qualification: At least university degree related to environmental management or social development

Work Experience: At least 2-3 years of experience working with communities, preferably on coastal resource management projects and marine protected areas.

Skills and Abilities:

  • Experience in community engagement 
  • Strong communication abilities- excellent writing skills preferred, with good oral presentation skills;
  • Good decision making skills, organized, and takes the initiative;
  • Interested and willing to learn the technical aspect in relation to project implementation.
  • Willing and able to travel 
  • Ability to speak the local language in place of assignment
