Information Technology Consultant for Municipal Fisheries Database

BACKGROUND

Since 2011 WWF has been implementing a tuna Fisheries Improvement Project (FIP), the so-called Partnership Program Towards Sustainable Tuna (PPTST), in the project sites of Lagonoy Gulf and Mindoro Island. On the succeeding project entitled Sustainable Tuna Partnership (STP), WWF works continuously to develop a sustainable and equitable small-scale handline yellowfin tuna fishery that will provide a broad-based and profitable livelihood to artisanal Filipino fisherfolk. However, one of the major challenges of the small-scale handline tuna fisheries in the Philippines is the lack of a fisheries information database at the local level. The absence of baseline data such as fishing boat registration, licensing, fish catch documentation, and other relevant fisheries information may lead to the mismanagement of the fisheries resources, and an unreliable traceability system to address Illegal Unreported, and Unregulated Fishing. The absence of a system and structural framework on Municipal Fisheries data guidelines in terms of fisheries information makes it difficult for the Local Government Units to maintain and manage efficiently their annual fisheries data that can be used to determine and monitor the status of the overall situation of their fisheries resources as well as their fishing communities.

With this, WWF will develop a Municipal Fisheries Information System database to aid the partner Local Government Units manage their fisheries information that shall be used to inform policies and plans for coastal and fisheries resource management. 

  

OBJECTIVE OF THE CONSULTANCY

  • The consultant is expected to train 21 LGUs staff on the use database for the Municipal Fisheries information System for fisherfolk registration, fishing vessel registration and license information, fish catch report and other municipal fishing information using existing tools that can be rapidly deployed. 
  • Creation/improvement of the database based on the needs and requirements of the Municipal fisheries.


EXPECTED DELIVERY OF THE CONSULTANCY 

    • Creation/improvement of the Database system for fisheries information
    • Conduct training on the use of Municipal Fisheries Database to 21 LGUs staff members. 
    • Admin and user guide
    • Technical report


Expertise sought: Information Technologist.

Place of Work and coordination:  The consultancy will communicate, and conduct training and orientation remotely to the 21 LGUs staff members.

Timeline:  3 months 

Assistance to the Consultancy by the Contracting Organisation

The Contracting Authority will make available the following information and facilities to the consultant:

  • All relevant reports, documents, and data.
  • WWF staff time to support with information requests and inquiries to ensure all available information is considered for the tasks commissioned.
