Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Title of Project: Project COPE (Circular Operations for a Plastic pollution-free Environment) 

Base: Manila (Hybrid with occasional travel to project sites: Quezon City, Caloocan City, Cagayan de Oro, Siargao) 

Reports to: Project Manager 

WWF’s No Plastic in Nature (NPIN) Initiative was founded in 2018, and its goal is to stop leakage of plastic by 2030. Our goal is to stop the flow of plastic entering nature by 2030 through: elimination of unnecessary plastic; doubling reuse, recycling and recovery; and ensuring the remaining plastic is sourced responsibly. 

To further this initiative, WWF-Philippines shall implement Project COPE (Circular Operations for a Plastic pollution-free Environment) with the goal of helping address the urgent issue of plastic waste pollution by reducing plastic waste leakage into the environment through increased recovery, recycling and reuse. The project pioneers a replicable system that integrates Local Government Units (LGUs) and waste workers, emphasizing social inclusion to foster the development of sustainable and circular solid waste management (SWM) systems across project sites nationwide. With a focus on improving and strengthening SWM systems in targeted locations, the project aims to enhance circularity, establish cooperative models among waste workers, and implement replicable models that strengthen engagement between LGUs and informal waste workers, while enhancing their SWM systems. 

 

WORKS WITH

Internal: Within WWF Philippines, this post reports to the Project Manager and interacts with the Project Coordinators across the project sites, Senior Management and Corporate Partnerships Unit

External: Donor partner, consultants, government officials, particularly in the LGUs and the DENR, community partners and leaders, stakeholders, private sectors, government agencies and non-government organizations 

 

SCOPE OF WORK 

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible for developing, implementing and continuously improving all monitoring, evaluation, accountability and learning frameworks and tasks for the assigned project. S/he will work with relevant project staff to document progress of project implementation against indicators and ensure high-quality progress of the project towards its goals and objectives. S/he will also be responsible for improving information management, data quality, strengthening knowledge sharing and learning across the project team. The MEAL Officer will work in line with all applicable WWF-Philippines policies and standards. 

 

DUTIES AND RESPONSIBILITIES 

  1. Develop and implement a comprehensive monitoring and evaluation framework for Project COPE, ensuring alignment with project objectives and indicators 2. Regularly collect and analyze data related to plastic waste management interventions in partner sites.
  2. Prepare timely and accurate reports on project activities, achievements, and challenges to ensure compliance with reporting requirements outlined in donor agreements in collaboration with the project team.
  3. Facilitate regular learning sessions and knowledge-sharing activities among project stakeholders.
  4. Ensure transparent communication of project progress and outcomes to internal and external audiences.
  5. Collaborate with project teams to identify lessons learned and best practices, contributing to the continuous improvement of interventions. 
  6. Monitor and update risk assessment documents as needed.
  7. Provide training and capacity-building support to partner B/LGUs and informal waste workers on monitoring and evaluation processes.
  8. Engage with local communities, LGUs, and waste worker groups to gather qualitative data and feedback on the impact of Project COPE, while fostering strong relationships to ensure their active participation in monitoring and evaluation activities.
  9. Participate and comply with relevant monitoring and evaluation requirements for the project, as well as for the organization-wide monitoring and evaluation for the Plastic Smart Cities, Conservation Project Management (CPM) database, DOST reporting, and others as may be required. 
  10. Perform other duties that may be assigned from time to time.

COMPETENCY

  1. Qualifications: University or advanced degree in environmental science, development studies, or a related field. 
  2. Experience: Minimum of three (3) years experience in monitoring and evaluating environmental projects, preferably in the field of waste management or circular economy; Familiarity with national and local solid waste management frameworks and Extended Producer Responsibility (EPR) laws is an advantage.
  3. Skills and Abilities: 
    1. Strong analytical and data management skills, with proficiency in relevant software tools 
    2. Mastery of MS Office, especially Excel, including the Google platform
    3. Experience in online survey tools 
    4. Excellent report-writing skills 
    5. Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders 
    6. Strong people management and facilitation skills 
    7. Positive attitude and an organized approach to work
    8. Good decision-making skills and require no or very minimal supervision
    9. Willing and able to travel to various project sites 
    10. Ability to speak the local language in place of assignment is a plus

DURATION OF THE ENGAGEMENT 

This contract will be conducted over a period of 24 months and accounts for 100% of the MEAL Officer’s time with WWF- Philippines.
