PROJECT NAME: Conservation of Northeast Palawan Marine Protected Area Network (NEPMPAN)
PROJECT SITE: NEPMPAN Area-Based in Municipality of Dumaran and Araceli
PERIOD COVERED: October 1, 2022 to December 31, 2023
REPORTS TO: Project Manager of NEPMPAAN Project
PROJECT BACKGROUND
This project is a second phase and aims to operationalize and institutionalize the Northeast Palawan MPA Network (NEP MPAN) agreed upon by the 6 municipalities of Araceli, Dumaran, El Nido, Linapacan, Roxas, Taytay through a Memorandum of Agreement signed by the mayors in 2017. The overall goal of the project is by 2050, the marine biodiversity in Northeast Palawan is conserved and sustainably managed. Over three years, from June 2020 to June 2023, the project will deliver three specific outcomes to achieve the goal, as the following:
- By 2022, management effectiveness of Northeast Palawan MPA Network and component MPAs enhanced by at least 60 percent. There are existing tools already like the MEAT, NEAT, and SEAT that the project can use to assess management effectiveness; however, the proposed project shall also develop and implement a retrofitted management effectiveness monitoring and evaluation tool;
- By 2021, the management plan of component MPA’s in the NEP MPAN developed/updated; and
- By 2021, 100 hectares of the new / expanded MPAs established, and the management plan/s for these MPAs developed/updated.
BASIC FUNCTION
The Municipal Coordinator shall see to the integration of project goals and objectives to the local targets and priorities of partner municipalities. He/She will be primarily responsible in coordinating and orchestrating development programs and other related activities within project sites especially the area of assignment that are concern to the project.
KEY DUTIES AND RESPONSIBILITIES
The Municipal Coordinator will be primarily responsible for the following:
- Serves as the primary contact person of the project for community development related activities, ensuring smooth coordination and working relationship with stakeholders, such as the LGU, community members, other NGOs and other institutions and leaders in his/her area of assignment.
- Prepares logistics arrangements for project activities in his/her area of assignment.
- In addition to the 3 project objectives stated above, the coordinator in this area will lead mangrove management planning and rehabilitation as a new component of the project, coordinating with WWF-PH mangrove focal person to ensure technical soundness of mangrove activities.
- In coordination/consultation with his/her supervisor, takes the lead in organizing development and capacity building with People Organization (PO) regarding mangrove activity.
- Conduct IEC in his/her area of assignment.
- Represent the project in for a, meetings, and dialogues with partner line agencies and organizations in his/her area of assignment and;
- Perform other duties as may be relevant and necessary to accomplish the project objectives, and as may be assigned from time to time.
DELIVERABLES
- Monthly progress and monitoring report
- Documentation of meetings and project activities.
- Liquidation reports of all cash advances.
- Itinerary or trip reports and relevant accomplishment reports on trips outside the site of assignment.
WORKING RELATIONSHIPS
Internal: Within WWF Philippines, this post reports to the Project Manager, and is expected to work with other staff within and outside the project site when necessary;
External: Government officials, government agencies, academic institutions, community leaders and members, stakeholders, other NGOs, media and the private sector.
REQUIREMENTS FOR THE POSITION:
- Educational Qualification: At least a university degree related to environmental management or social development;
- Work Experience: At least 1-2 years of experience working with communities, preferably on coastal resource management projects and marine protected areas.
- Skills and Abilities:
- Experience in community engagement
- Strong communication and inter-personal skills
- Good decision-making skills, organized, and takes the initiative
- Interested and willing to learn the technical aspect in relation to project implementation
- Willing and able to travel
- Ability to speak the local language in place of assignment
- Adheres to WWF-Philippines core values
